# Identifying Stakeholders (Anchor Institutions)

## About this worksheet

- Which communities, organizations, and individuals have the know-how to help you refine your definition of the problem. 
- Brainstorm who needs to be asked. 
- Make sure to include diverse kinds of people, including both average users and outliers, focusing in particular on those who are least likely to have been heard. Make sure you are hearing all viewpoints.

## Questions

1. Who? Institutions or businesses that play such an outsize role in the affected community’s economy. These can be for- or not-for-profit employers or service-delivery entities, such as the major business in a company town or a university in a campus town. Other examples of potential anchor institutions are libraries, museums, hospitals and churches.
2. Why? These anchor institutions are often the largest hiring entities in a given community. Policies that affect them will, in turn, deeply affect residents and other businesses.
3. How? These will generally be well-known to the local community just be sure to consider who has impact and influence on diverse populations. There may be different anchor institutions in different parts of the community
